North-West Urban Construction and Development Panel: Now Open for Tender

The State Government’s Housing Authority is seeking to establish a panel of builders (termed the North-West Urban Construction and Development Panel) to deliver work as part of its $200 million North-West Aboriginal Housing Fund (NWAHF) investment program.

The Panel will run for a period of up to four years, and its first engagement will be the construction of the first tranche of NWAHF Transitional Housing dwellings.

The 50 new dwellings, which will be constructed as part of several State and Federal government funding commitments, will exist to support Aboriginal families in the area to increase their attendance at school and in employment, create new jobs and apprenticeships, and provide other valuable opportunities for Aboriginal-owned entities to take part in.

This first development will require the Panel members to achieve employment targets of 45% of hours worked to be performed by local Aboriginal persons, and support the creation or ongoing training of 5 Aboriginal apprentices. A minimum 30% of contracts or sub contracts (by value) will be awarded to Aboriginal businesses.

The Housing Authority is seeking EOIs from building companies who are headquartered, established or have a proven track record in the regions where housing construction is proposed and who can demonstrate success in employing and training Aboriginal people in contractual and sub contractual relationships with specific consideration to Aboriginal businesses.

Respondents to the EOI will be required to demonstrate capacity to deliver the work, achieve the local Aboriginal employment targets and facilitate local Aboriginal apprenticeships and traineeships. Selected Respondents will be invited to participate in the second stage, the Request for Proposal.

The shortlisted respondents will be invited to participate in a restricted competitive tender process for the Housing’s North-West Urban Construction and Development Builders Panel Contract (the Panel Contract).

The Housing Authority may use the Panel to deliver capital works across its urban development initiatives in the Kimberley and Pilbara. A significant investment in the immediate future will be through the NWAHF.

Registered Building Contractors with the capacity to deliver the required construction, vocational training and employment objectives can respond to the EOI through the Tenders WA website. The EOIs close at 2:30pm on Friday 10th March 2017.
